September 2011 Council Updates

September 6th
-The consultant was selected to review the Library Master Plan, including the possibility of adding a Café with food and beverages along with a thorough analysis of options for the roughly 7,000 square feet of overflow space
-An amendment was made to the Schaefer Ranch Development Agreement specifying that the neighborhood park must be completed by June 30, 2013
-A conceptual plan to award a contract to perform the Environmental Impact Report for Dolan Canyon was approved. This action did not actually authorize the EIR, but rather approved the scope of study should the request from Pacific Union move forward
-A report was given highlighting Dublin’s Creek Clean-Up Day activities
-A review of the City’s Ex Parte Contact Policy was conducted and revisions were suggested for future consideration

September 20th
-A proclamation celebrating Constitution Week was presented
-A proclamation celebrating Freedom to Read Week was presented, along with an update on programs and services offered at the Dublin Library
-Bus shelter improvements were approved for a location on Dublin Blvd near the new Target, along with modifications to the Maintenance agreement
-A General Plan Amendment request was approved to study Caruso Affiliated’s request to rezone Site 16A in the Transit Center from office to commercial
-A General Plan Amendment request was approved to study Charter Properties and KB Homes request to rezone a portion of the Promenade and Dublin Ranch Area A from commercial and public-semi public to medium-high density residential

September 28th (Special Joint Meeting with Dublin Unified School District Board of Trustees)
-DUSD shared the results of their Bond Measure Feasibility survey
-The City of Dublin shared the results of its community survey
-Opportunities for future collaboration were discussed

July & August Council Updates 2011

July 19th
-Lt. Colonel David James, the new Commander for Camp Parks, was welcomed
-The City of Dublin’s Youth Advisory Committee gave its 2010-2011 Annual Report of accomplishments and activities
-Conceptual approval was given to a proposal by Centerfield Partners to bring Minor League Baseball to the City of Dublin. Centerfield was directed to work with staff on finding a suitable location
-The Council approved a plan to work with businesses to expand the amount of AED’s available throughout the City
-Approval was given to extend the policy allowingowners of BMR units to rent their units out to qualified tenants
-Appointments were made to the City’s Ad-Hoc Committees on Economic Development, Social Media, and Wine Region connectivity
-Traffic modifications were approved for Lockhart Street

August 16th
-Recognition was given to All American City donors and Junior Lifeguard participants
-A presentation was given updating the City about the East Bay Regional Park District
-Acceptance was given for a Target Public Safety grant and a new adult member to join the Youth Advisory Committee
-A contract was approved to work on updating the Fallon Sports Park Master Plan
-The formation of the Fallon Crossings Geologic Hazard Abatement District was approved
-A conceptual plan to celebrate the City of Dublin’s 30th Anniversary and the awarding of the All American City designation was approved
-“No Parking” designations were added to portions of Dublin Blvd and Lockhart St.
-A review of the Dublin Crossings project was conducted, including a thorough evaluation of the original Camp Parks visioning process followed by a determination as to the key elements that need to be retained in the current proposal

June 21st Council Updates

-The City of Dublin’s budget for Fiscal Year 2011-2012 was approved. For the first time in three years, this year’s budget contains no cuts to programs and services. In fact, there are some modest increases to staffing in key areas to enhance City programs and services related to economic development, communications, and environmental stewardship. Additionally, the budget was balanced without touching the City’s Economic Uncertainty Reserve.

-The City of Dublin’s Strategic Initiatives were approved. The five areas of strategic emphasis for 2011-2012 are related to economic development, downtown improvements, open space and environmental stewardship, communications, and dynamic recreational and cultural opportunities.

-The City of Dublin’s Capital Improvement Projects were approved. Items funded for 2011-2012 of significance include Civic Center Modifications and Generator, Positano Neighborhood Park, Alamo Canal Trail, Maintenance Yard Facility Improvements, Shannon Center parking lot improvements, Emerald Glen Plaza and lighting improvements, St. Patrick’s Way expansion towards Regional St., and Golden Gate Drive enhancements leading to the West Dublin BART Station. Studies will also be completed future expansion phases of Fallon Sports Park, whether to develop a café as part of the Dublin Library, and renovations to the Dublin Swim Center. Other highlights include the preparation of engineering documents related to the widening of Dublin Boulevard from Sierra Court to Dublin Court and the widening of Dougherty Road from Sierra Lane to the North City Limit.

-Sponsors for the City of Dublin’s Bike to Work Day were recognized

-The City of Dublin’s Traffic Impact Fee deferral program was extended

-Dublin’s Smoking Pollution Control Ordinance was modified to increase the percentage of non-smoking units in multi-family housing from 50% to 75%

-The annual engineering reports and assessments for Dublin’s Lighting and Landscaping maintenance districts were approved

-The City Council was given an update on the Sustainable Neighborhood Development Strategy that is being developed

-Directional signage enhancements for auto dealers in the vicinity of Scarlett Drive were approved

-The Dublin City Council approved a General Plan Amendment study to examine whether to change a public/semi-public site previously slated for the Muslim Community Center into housing. Lennar wishes to extend the Sonata neighborhood across Brannigan by building 19 single-family residential units on the 3-acre site
